I bought these to go along w/ my Princess Leia costume ... I wear a size 8 1/2 .. I ordered a size 9 and the fit was good ... only problem about a 1/2 inch left to zip ... I had to crush down a bit to completely zip ... then all was good to go!! so unless you have small legs .. you may have to improvise just a little ...
